सुप्रीम कोर्ट आज विश्वविद्यालय अनुदान आयोग यानी यूजीसी के नए भेदभाव विरोधी नियमों को चुनौती देने वाली जनहित याचिका पर सुनवाई कर रहा है। याचिकाकर्ता का आरोप है कि ये नियम सामान्य वर्ग के छात्रों के साथ भेदभाव को बढ़ावा देते हैं। अदालत ने मामले की गंभीरता को देखते हुए तत्काल सुनवाई पर सहमति जताई है और कहा है कि वह हालात से भली-भांति अवगत है।

यूजीसी के नए नियमों के तहत देश के सभी उच्च शिक्षण संस्थानों में समानता समितियों का गठन अनिवार्य किया गया है। इन समितियों में ओबीसी, अनुसूचित जाति, अनुसूचित जनजाति, महिलाओं और दिव्यांगों का प्रतिनिधित्व जरूरी होगा।

लेकिन इन नियमों को लेकर सवाल भी खड़े हो रहे हैं। विरोध करने वालों का कहना है कि नियमों में स्पष्ट प्रक्रिया तय नहीं की गई है, जिससे इनके दुरुपयोग की आशंका बनी हुई है। आरोप है कि नया ढांचा ओबीसी समुदाय को संभावित पीड़ित मानता है, जबकि सामान्य वर्ग के छात्रों को इस व्यवस्था से बाहर रखा गया है। इससे सामान्य वर्ग को स्थायी रूप से भेदभाव का दोषी ठहराने जैसी स्थिति बन रही है।

इन्हीं आशंकाओं को लेकर कई राज्यों में छात्र संगठनों ने प्रदर्शन शुरू कर दिए हैं। वहीं दूसरी ओर केंद्रीय शिक्षा मंत्री धर्मेंद्र प्रधान ने भरोसा दिलाया है कि नियमों का किसी भी तरह से गलत इस्तेमाल नहीं होने दिया जाएगा और किसी भी वर्ग के साथ भेदभाव नहीं होगा।

अब निगाहें सुप्रीम कोर्ट के फैसले पर टिकी हैं, जो तय करेगा कि यूजीसी के ये नए नियम संविधान की कसौटी पर खरे उतरते हैं या नहीं।
